Interesting article on Jerold Nadler’s recent bill to create “Droit De Suite” rights in the USA – i.e., should artists receive royalties on the secondary sales of works which they have created. Aside from the usual pros and cons, the argument is advanced that the “royalty tax” may push transfers of ownership further underground as parties seek to avoid the fee. It’s already tough enough to establish provenance.
